How do I access content managment on my account?

well, I've got Guild Wars Special Edition and with it I've got a "skill pack code". On the back ov it says: "Enter the Skill Pack code below on the Content Managment panel of your new account to... (below that is the list of features)" So I wonder where can I find the content managment.
